SOFTEX to EDF Transition (FEMA 2026)

From October 1, 2026, SOFTEX filing is replaced by monthly Export Declaration Form (EDF) under the updated FEMA regulations.

What Changes

  • Filing frequency: Per-invoice SOFTEX → Monthly consolidated EDF
  • Certifying authority: STPI → AD Bank (default) or STPI (optional)
  • Deadline: 30 days from month-end (not from invoice date)
  • Classification: Software exports reclassified as "services"

In the App

  • Invoices dated on or after October 1, 2026 are automatically assigned the post_2026 compliance regime
  • The SOFTEX dialog will show a notice directing you to use the EDF workflow instead
  • Use Compliance > EDF to manage your monthly Export Declaration Forms

Pre-2026 Invoices

Existing invoices created before October 1, 2026 continue to follow the SOFTEX workflow. No changes are needed for previously filed SOFTEX forms.
